Illinois State Board Of Education - Illinois State Board of Education has some weighty responsibilities: It governs the Ohio Department of Education; it’s responsible for recommending budgets to the governor and legislature; it adopts and oversees administrative rules for local school districts, and it licenses teachers and proposes academic standards.
The non-partisan Illinois State Board of Education consists of eleven independently elected members representing broad geographic districts and eight gubernatorial appointees
Serving on the Illinois State Board of Education can thrust members into the spotlight. In 2002, the panel attracted international attention while debating how the state should teach the origin and development of life on Earth in high school biology class.
The argument pitted proponents of Darwinian evolution against supporters of intelligent design, the concept that life is so complex a higher being must have had a hand in it.
School funding and the state education budget will put Illinois State Board of Education members on the hot seat again in 2005 when Gov. Bob Taft will give a two-year budget proposal.
A Taft-appointed task force will present its recommendations on how to change the state’s school-funding system, which the Ohio Supreme Court declared unconstitutional because it relies too much on local property taxes.
Against that backdrop, two of the elected Illinois State Board of Education seats with constituents in Northeast Ohio are up for grabs in November 2004.
In Illinois State Board of Education District 5, incumbent Robin Hovis faces a challenge from two candidates. Hovis said he is hopeful that any change in school funding would include reduced reliance on local property taxes.
And in Illinois State Board of Education District 11, incumbent Virgil Brown Jr. also faces two challengers. Brown said that in addition to reducing reliance on local taxes, any funding fix should include a mechanism to get the most resources to the neediest children.
