Illinois State University - Back in 1877, Illinois State Normal University admitted two black children to its lab school, prompting an angry governor to threaten to close the school.
But late in 2004, the 20,000-student Illinois State University – as it is now known – inaugurated its first black president, Al Bowman.
Bowman, however, says Illinois State University still has a way to go even 127 years after the first black students sparked and explosion of indignation. While college graduation rates are climbing for blacks, he told a recent NAACP Freedom Fund banquet, many black children still struggle in inferior primary and secondary schools.
On the bright side, he said the cost of a four-year education at institutions like Illinois State University has declined for most students, he said. Data from the Internal Revenue Service and the federal Office of Management and Budget show that the amount students actually pay in tuition and fees, compared to published rates, has gotten lower.
Grants and tax breaks have increased $22 billion since 1998, translating into an 80 percent jump in aid for middle class families earning $40,000 to $100,000 a year. But he said many Illinois State University students are not getting the help they need because they fail to do one basic thing: fill out a federal financial aid form.
Even so, Illinois State University has 2,209 minority students on campus, eighty-four more than in fall 2003. Black freshman enrollment at Illinois State University increased thirty-seven percent last year. The retention rate for black freshman students at Illinois State University is seventy-two percent. For most large public universities, it is around fifty percent.
But the education system below college level remains a problem, Bowman claims, with the typical African-American child being educated in a school district where one in five teachers are not fully certified,
