Section 1.0 Club Philosophy and Goals
The Napoleonic
Wargame Club was formed by people dedicated to the Napoleonic period in history
and war gaming reflecting that period. A lot of people put a great deal of
effort into this making club work as well as it does.
The club currently
supports several game designs, Talonsoft, Matrix reworks of the Talonsoft games, HPS and Histwar for a combined total of 14 game titles and with more Napoleonic titles on the horizon the future looks very bright indeed. For the latest list check the "about us page" here.
The Napoleonic
Wargame Club wishes to provide a military and historical flavor to members.
More then just a points ladder but a way to participate and enjoy the times
portrayed. Promotions are based on quality of play and leadership, not only the
number of games played. The various positions within the various armies reflect a General
Staff type system with a "civilian" cabinet to balance the pure
military perspective and provide members with a means to communicate complaints,
suggestions and comments on the club. Participation by all members is encouraged
to reduce paperwork and administrative duties.
Above all the club
promotes fun and learning.
Section 2.0 Membership
Membership in the NWC is totally
free.
The club membership is divided into 5
armies that represent the major powers of the Napoleonic Wars.
Club members may only belong to one of the armies at any given time but they are
allowed to transfer between the various armies upon certain conditions.
Role playing is
encouraged to portray the natural rivalry and positions of the French and the
Allies. Friendly banter is encouraged, rude
and antagonistic behavior or cheating will not be tolerated
Section 3.0 Organization
3.1 - Army Command Structure and Duties
Each army has a command structure
using ranks and titles that are representative of the period. Each level
in the command structure has associated duties/responsibilities that go along
with it. To hold a command position, the officer must be active within the
army and a member of the NWC.
3.1.1
- Commander in Chief ( CinC )
Each
side in the club ( French or allied ) has multiple armies. To allow for a
smother command structure, each side has an overall Commander in Chief.
The
CinC is responsible for:

- Army Commander ( AC )

Serves
as the leader of an army.

Maintains
accurate records of officers in his or her command. This would include
things like OBD Points, medals, Ranks and email addresses.

Awarding
of medals

Awarding
of titles as appropriate to an army.

Maintain
a website or arrange to have a web site setup for the army.

Must
have at least 1 game going.

Performs
regular musters either by himself or via his Corps commanders.
3.1.3 - Corp Commander ( CC )

Serves as commander of a Corps within an army.

Reports to the CinC on a regular basis.

Maintains records of officer under his/her
command. This would include OBD Points, medals, ranks and email
addresses.

Must have at least 1 game going
3.1.4 - Division Commanders ( DC )

Serves as a division commander within a corps.

3.1.5 - Brigade Commanders ( BC )

Reports to the DC on a regular basis.

3.1.6 - Regimental Commanders
3.2 - Civilian Organization ( The Cabinet )
The civilian part of the NWC is called "The
Cabinet". The cabinet is comprised of 5 members, all senior members
of the NWC and willing to put in the extra work that makes our club a happy
place to be.
3.2.1 - General Cabinet Duties
3.2.2 - Club President
-
Elected by the NWC club members and serves a 1
year term.

Acts as chair for all cabinet meetings.

Acts as the board administrator for the NWC
Forum boards.
-
Acts as chief spokesman for the cabinet.
-
Overall coordinator for club activities. With
organizers, determines officially sanctioned tournament schedule. Sets the
agenda for all Cabinet meetings. Requests information and feedback from
Cabinet Members as required.

Settles any disagreements between Cabinet
members.
-
Decides when discussion is done and calls for
a vote. Counts the vote and announces the result.

Submit quarterly article on club to newsletter
reflecting on overall status of club and any short-term plans and projects.
3.2.3 - Club Secretary

Appointed by Cabinet

Acts as note taker/recorder of club votes

promotes the playing of games in the club,
reviews new games and looks for balancing measures for current games
3.2.4 - Public Relations Officer

3.3 - Elections for NWC President
-
The post of President of the NWC can only be held
by an active member of the NWC. The following are the guidelines for
electing a new President:

The call for nominations runs from August 1 to
August 31 and only active members can nominate or be nominated. Nominees are
made known to the cabinet only during this period.

The current president may run again for
president if he wishes.
-
Once the nomination period is over, the
cabinet will announce the full list of nominees to the club.
-
The nominees will make a campaign type statement
if they wish to.
-
Voting is by active members only and takes
place between September 1 and September 31.
-
A candidate is elected if he wins a majority
of the votes cast.
-
In the event that there is only 1 nominee at
close of the nomination period, that person wins the election without
a vote.
Section 4.0 Officer Battle Dossier (OBD) and Ranks
4.1 Promotions within the Military
As players play games, they earn points for their
efforts. These points allow the officer to move up in rank within their
respective armies according to the table below.

4.2 - Special notes on Ranks
-
Promotions to the General officer ranks in any
army requires the officer to accept extra administrative duties within
the army.
-
The French rank of Marechal
is now an appointed rank by order of the French CinC
-
French General officer Promotions are awarded only to
those who assume a command position within the Grande Armee along with the
appropriate administrative duties.
-
The
Russian title of Generalissimos would only be awarded as a special honor (in addition to the points) and there could only be one standing Generalissimos
in the Russian Army at any time.
4.3
- Transfers to another Army in the NWC An
officer may Transfer to another army within the NWC with the following rules in
mind:
-
The Officer must have the
Approval of their current CinC
-
The CinC will contact the
recipient CinC to confirm that the transfer is acceptable
-
Only one transfer is allowed in
a 12 month period
-
The Officer will carry across
half his OBD points but retains his entire VP score
-
The Office will not carry across
any of his medal entitlement
-
The Officer will not carry
across any Titles
-
The Officer will not have to
under go a training game.
-
The Officer will be assigned a
unit to Command
Section 5.0 Gaming
5.1 - Game Types
There are several game types within
the NWC
| Two Player Fight |
Where 1 player is
from one of the French armies and the other player is from one of the
Allied armies. The combatants may play either side in the
game.

Multiplayer Fight
|
Composed of two
teams. 1 team of French army officers and 1 team of allied officers.
The teams of combatants may play either side in the game.
|
|
Single Maneuver
|
A game in which both
combatants are of the same side. Either 2 French officers or 2
Allied officers.
|
|
Multiplayer Maneuver
|
A game in which 2
teams of players are of the same side. Either 2 teams of French
officers or 2 teams of Allied officers.

5.2 - Scoring
5.2.1 - Terminology

Officer Battle Dossier points that are awarded based on the
number of turns completed in the game and the victory level.

Victory points are awarded to
players achieving a minor or major victory in single fights or multiplayer
fights. These are not counted along with OBD points.
VP Points are used by armies to determine
promotions, Guard titles or other things as the various armies see fit.

5.2.2 - Single and Multiplayer fights.
The
formula for calculating the OBD points awarded in Fights is:
OBD_Points
= Number_of_Turns_Played + Victory_Level_Modifer
Example 1
A French Officer and an Allied play a scenario that is 50 turns
long. The game ends at 27
turns with an allied Major Victory.
The French officer gets:
OBD_Points
= 27 - 3 = 24 points
Because
the French officer lost he receives no Victory Points
The Allied officer gets:
OBD_Points
= 27 + 3 = 30 points
Because
the Allied officer won the Major Victory he would get 2 Victory Points.
Note
that if the game was multiplayer game, then each member of the French team would
get 24 points and each member of
the allied team would receive 30 points.
Example 2
A French Officer and an Allied play a scenario that is 50 turns
long. The game ends at 27 turns with a Draw.
The French officer gets:

= 27 + 0 = 27
The Allied officer gets:
OBD_Points
= 27 + 0 = 27
Note
that if the game was multiplayer game, then each member of the French team would
get 27 points and each member of
the allied team would receive 27
Because
the game was a draw, neither officer receives Victory Points.
5.2.3 - Single and Multiplayer Maneuvers
The
formula for calculating the OBD points awarded in maneuvers is:

Example
1:
A
Russian officer plays an Austrian officer in 35 turn scenario. The
Austrian officer wins a minor victory after 34 turns.
The
Austrian officer gets: OBD_Points
= (34+1)/2 = 17.5 (Note that we round up the total to 18)
The
Russian officer gets: OBD_Points
= (34-1)/2 = 15.5 (Note that we round up the total to 17)
As
this is a maneuver game, neither player gets Victory Points
Note
that if the game was multiplayer game, then each member of the winning team would
get 18 points and each member of
the defeated team would receive 17 points.
Example
2:
A
Russian officer plays an Austrian officer in 35 turn scenario. The
game ends in a draw after 34 turns.
The
Austrian officer gets: OBD_Points
= (34 + 0)/2 = 17
The
Russian officer gets: OBD_Points
= (34 + 0)/2 = 17
As
this is a maneuver game, neither player gets Victory Points
Note
that if the game was multiplayer game, then each member of the winning team would
get 17 points and each member of
the defeated team would receive 17 points.
5.2.4 - Campaign Scoring Bonus
This
bonus is awarded to any campaign that is initiated using the HPS Campaign
front end.
The
bonus is not retroactive to any game now in progress or completed. The
bonus will take effect for any campaign initiated as of February 1, 2007.
To
claim the bonus you need to ensure that the records keeper for you army has all
the end game forms for that campaign and that they are filled out
correctly. Each end game form for a campaign should have something in the
comments field that states something like:
"Game
1 of a Waterloo Campaign"
The
last end game form for a completed campaign should have comments like:
"Final
Game of Waterloo Campaign. Previous game ID's are..... "
This
is to enable the army record keepers to keep accurate records.

5.2.5 - Histwar - Les Grognards Scoring
This game is both a Turn Based & Real Time style game. In doing so a separate scoring system for both has been created. Players are advised to register their results based on the follow conditions:
Victory Level is determined as follows based on victory results in the game:
- Overwhelming or Decisive Victory is registered as a Major Victory
- Significant or Marginal Victory is registered as a Minor Victory
- Draw is registered as a Draw
- Significant or Marginal Defeat counts is registered as a Minor Defeat
- Overwhelming or Decisive Defeat is registered as a Major Defeat
The Number of Turns played is determined as follows:
- PBEM – The number of turns played is the same as the turns shown in the game.
- Realtime (TCP/IP, Internet Play) – The number of turns played is based on the number of minutes played as shown in the game:

5.2.6 – Matrix – Crown of Glory: Emperor’s Edition & Original Crown of Glory Scoring:
This game is a turn based game with players being placed in a ranking system for victory based on certain conditions, called “Glory”. The final in game “Glory” ranking determines a player’s victory level:
- 1st place is a Major Victory
- 2nd and 3rd place is a Minor Victory
- 4th and 5th place is a Draw
- 6th and 7th place is a Minor Defeat
- 8th place is a Major Defeat
The number of turns played is the same as the turns shown in the game.
5.2.7 – Matrix – Commander: Napoleon at War Scoring:
Victory Level is based on a ratio of final victory points in the game. To determine you:
Divide your score by opponent's score:
- 3.00 and higher is a Major Victory
- 1.50 to 2.99 is a Minor Victory
- 0.67 to 1.49 is a Draw
- 0.34 to 0.66 is a Minor Defeat
- 0.33 and lower is a Major Defeat
The number of turns played is the same as the turns shown in the game.
5.3
- Tournaments
5.3.1 - Initiating a Tournament
Any
active member ( or group of members ) who is a commissioned officer of one
of the NWC armies may organize a tournament. The officers who organize
the tournament are responsible for all aspects of it's organization and
running it. The tournament must be approved by the NWC Cabinet so issues
of scoring may be made known.
To
start a tournament please send an email to Cabinet and supply the following
information:

The
name of the person or persons organizing the tournament.

The
name of tournament.

The
format of the tournament.

The
rules to be used including any house rules.

5.3.3 - Tournaments within an Army
Armies
that wish to hold a tournament amongst its own officers are free to do so but
they must comply with the above noted rules and may not hold more than one such tournament
in a 12 month period. Such events are still subject to Cabinet
notification and approval.
5.4 - Game Result Definitions.
| Abandonment/forfeit |
If the player, or players, of one side disappears, for personal reasons and cannot continue, or for any other reason fails to submit a playable turn to their opponents within 30 days, the player, or players, remaining may request that the game be terminated according to this rule as follows:
If the full game is less than 10 turns in length, and one side abandons the game prior to the start of the third turn, the game is annulled and no points are scored.
If the full game is 10 turns or greater in length, and one side abandons the game prior to the start of the fifth turn, the game is annulled and no points are scored.
Any game that is abandoned by one side after the minimum number of turns has been played as outlined above will be considered forfeit and the players on the remaining side will be awarded a Major Victory for the number of game turns actually played prior to the abandonment.

Section 6.0 Medals and Awards
Medals and other special awards may be conferred by the two military groups,
individually. Club-wide medals may be conferred by the Cabinet.
Section 7.0 Revision to Club Rules
Revisions to NWC Club rules must first be
approved by a simple majority of the Cabinet, then by a simple majority of club
members voting. Club-wide votes are to be organized by the Cabinet, but
must allow at least two weeks for votes to be received
