Having been frequently translated in many languages, the work of Pelham Grenville Wodehouse has become widely known in many countries, where —without any pretence as to a social message— it has for numerous generations of readers presented a sparkling image of the aristocratic Anglo-Saxon society. That his work was never meant as a realistic sketch must always be borne in mind. Wodehouse created a fictional and to a certain extent coherent world, which depicts England and the English in the way we conceive of them, no matter how one-sided such a picture might be.

At present —more than 20 years after the death of P.G. Wodehouse— numerous countries boast associations who find their raison d'être and their aims in the author's life and works. The number of those societies is evolving in an upwards manner, notwithstanding the fact that the author does not make an appeal to the great unwashed who dabble in our streets and only bathe in mind-numbing consumer culture.

These associations each possess an inalienable individuality in their experience of Wodehouse's work, which is largely the result of their national character and of their perception of its themes. In these approaches, the two extremes stand out most clearly : the purely playful interpretation versus the scholarly orientation.

Between the boards of the associations referred to has —inter alia as a result of modern communication technology— grown a rapprochement that can also be found between individual members of the respective boards.

As it typifies human nature to make overtures between kindred spirits, it were unrealistic to expect such advances not to take place between Wodehousean organisations, even across national borders. Associations such as ours, who through their raison d'être and their (lack of) aims by definition bear high exclusivity, spontaneously orientate themselves abroad, in the certainty of finding fellow devotees there.

The question whether this rapprochement is served best by odd and informal contacts, or on the contrary by an organised link, cannot be answered easily or unambiguously. Starting from the assumption that the ambition to pursue a number of international objectives obtains, it could be considered appropriate to set up a structure to this end. If, on the other hand, the objective of international exchanges concentrates itself on occasional invitations and assorted events, any administrative arrangement seems absolute deadwood to be avoided at all cost.

Convinced of the existence of objectives which find their complete fulfilment only in an internationally-organised form, the author of these draft resolutions pleads for the creation of an International Wodehouse Association (IWA). The text which follows is an attempt to clarify the mission, vision, values, and strategy of such an IWA.

Het werk van Pelham Grenville Wodehouse is in diverse landen doorgedrongen - mede dankzij veelvuldige vertalingen en heeft - zonder de pretentie van een maatschappelijke boodschap te willen verbreiden - voor vele generaties van lezers een sprankelend beeld opgehangen van de aristocratische Angelsaksische maatschappij. Dat hierbij geen realistische schets werd beoogd mag nooit uit het oog worden verloren. Hij schiep een fictieve en tot op zekere hoogte coherente wereld die alles weergeeft wat wij ons voorstellen van Engeland en de Engelsen, hoe eenzijdig dit beeld ook mag zijn.Heden - meer dan 20 jaar na het overlijden van P.G. Wodehouse bestaan er in vele landen genootschappen die hun oorsprong en doelstellingen vinden in leven en werk van de schrijver. Het aantal van deze verenigingen evolueert in stijgende lijn, onafgezien van de vaststelling dat de schrijver geen appel doet op het gemeen dat de straten bevolkt en waadt in geestdodende consumptiecultuur.Deze genootschappen bezitten elk een onvervreemdbare eigenheid in de beleving van Wodehouse's werk, die in hoge mate voortvloeit uit hun volksaard en eveneens uit hun perceptie van het thema. Hierin zijn de twee uitersten het opvallendst : de puur ludieke interpretatie versus de wetenschappelijk georiënteerde benadering.Tussen de besturen van deze genootschappen - alsook in toenemende mate tussen individuele bestuursleden - groeit toenadering, mede onder impuls van de moderne communicatietechnologie.Vermits het de menselijke natuur typeert om toenadering te zoeken tot gelijkgestemden, ware het het onrealistisch te veronderstellen dat zulks zich nooit zou voordoen tussen Wodehousegerichte organisaties over de nationale grenzen heen. Genootschappen als de onze, die door hun ontstaansreden en (gemis aan) doelstellingen per definitie dragers zijn van een hoge exclusiviteit oriënteren zich spontaan naar het buitenland en de devotés aldaar.De vraag of deze toenadering het best geschiedt in losse en informele contacten of integendeel gebaat is bij een organisatorisch verband is niet eenvoudig en eenduidig te beantwoorden. Vertrekkend van de assumptie dat de ambitie bestaat om internationale objectieven na te streven is het aangewezen hiertoe een structuur op te zetten. Indien daarentegen het oogmerk van de internationale uitwisseling zich concentreert op gebeurlijke invitaties voor evenementen allerhande, lijkt elke bestuurlijke ordening absolute ballast en volkomen te mijden.

Vanuit de overtuiging dat er wel degelijk doelstellingen bestaan die hun invulling het best realiseren in een internationale organisatievorm pleit de auteur van deze ontwerptekst voor de oprichting van een International Wodehouse Association (IWA). Onderstaande tekst is een aanzet om de missie, de visie, de waarden en de strategie van zulk een IWA te verduidelijken. §1 : Article 1Mission - What is the raison d'être of the IWA?The IWA finds its origin and its future in the literary heritage of P.G. Wodehouse. Its raison d'être is its never-ending concern to preserve the possibility of access to and experience of this heritage to current and future generations, across national borders.

De IWA vindt haar oorsprong en toekomst in de literaire erfenis van P.G. Wodehouse. Haar raison d'être is de nooit aflatende bekommernis om deze nalatenschap beschikbaar en genietbaar te houden voor huidige en toekomstige generaties over de nationale grenzen heen.

§2 : Article 2Vision - What does the IWA want to achieve?The International Wodehouse Association wants to be an international collective of associations, ideas, activities and publications in keeping with the life and work of the author P.G. Wodehouse.The International Wodehouse Association wil een internationaal collectief zijn van genootschappen, ideeën, activiteiten en publicaties, die aansluiten bij het leven en werk van de schrijver P.G. Wodehouse.CollectiveShould be interpreted as an organisation of which the essential characteristics are defined in articles of association. These characteristics —viz. the seat, the objectives, the modalities of accession and secession, the composition and operation of the governing bodies, the contributions, the budget, and the accounts— should be considered with due flexibility, so that alterations, if and when desired, find their seclusion in the basic text itself.The choice of a form of organisation with or without incorporation should be based on pragmatic principles, i.e. it should depend on the fact whether the objectives striven for necessitate one or the other legal form. Murky legal systems —such as Swahili common law, or the Belgian constitutional legislation— thereby enjoy an insuperable advantage, as their wide margins of interpretation enlarge future possibilities immeasurably.

Deze kenmerken - met name : de zetel, het doel, de toelatings-en uittredingsmodaliteiten, de samenstelling en werking van de bestuursorganen, de bijdragen, de begroting en rekeningen - dienen voldoende flexibel te worden beschouwd, zodat gebeurlijke wijzigingen hun beslotenheid al vinden in de basistekst.De keuze voor een organisatie met of zonder rechtspersoonlijkheid moet gebeuren op basis van pragmatische principes, nl. afhankelijk van het feit of de geambieerde doelstellingen nopen tot de een of andere juridische vorm. Daarbij genieten troebele rechtsbestellen - denk maar aan het Swahilees gewoonterecht en het Belgisch recht - een niet te onderschatten voordeel aangezien de brede interpretatiemarges de toekomstmogelijkheden oneindig veel vergroten.

AssociationsMembers of the IWA are not individuals, but societies, clubs, foundations, etc., infra referred to, for simplicity's sake, as associations.Please note! The IWA does not aim to be a Wodehouse association alongside all the others, or to recruit its members from within the grand Wodehouse-reading community. The IWA does not want to take up a competitive rôle, but a coordinating function instead.The IWA unites kindred associations through a membership which allows each association to delegate one plenipotentiary member to the High Council.The associations which wish to be considered for accession to the IWA shall present articles of association which prove their objectives to be in keeping with the life and work of P.G. Wodehouse. A membership contribution —to be specified— shall self-evidently find itself on the credit side of the IWA's bank accounts.

De leden van de IWA zijn geen individuen, maar wel verenigingen, clubs, stichtingen, ..., hieronder gemakkelijkheidshalve omschreven als genootschappen.Let op ! De IWA beoogt geenszins een Wodehouse genootschap te zijn naast de andere en haar leden te recruteren binnen de zovele Wodehouselezers. This is the spiritual dimension of the IWA. To unite Wodehouse governors inevitably leads to an explosion of ideas, the originality of which is to no small extent furthered by the enriching international context.Even at this early stage one can vividly imagine how an exquisite host of international Wodehouse authorities —in the inspiring atmosphere of suppers and abundant excesses— arrives at a creative discourse, the enormity of the plans of which can only be surpassed by the spirits consumed.

Men kan zich al levendig voorstellen dat een uitgelezen schare van internationale Wodehousegezagsdragers - in de begeesterende sfeer van dinners en uitspattingen allerhande - komt tot een creatief discours waarvan de enormiteit van de plannen slechts overtroffen wordt door de genuttigde spiritualiënActivitiesThe accomplishment of the ideas mentioned above occurs by means of a programme. The activities organised by the IWA may be multifarious. Essential in this respect is the consideration that every event should be enjoyable in an international setting. The frequency and magnitude of such events should therefore be in tune with the consideration indicated.The intellectual aspect of each activity should never be pushed to the background. However, proverbial academic tedium must be avoided at all cost. To maintain the delicate balance between the two considerations is without doubt one of the most important concerns of the IWA's Board. Atmosphere —the subtle mixture of contents, people, and setting, will be the best regulator. Worthwhile aspiring to would be an ambience which:

• would stand midway between that of a boys' boarding school gone astray and that of the House of Lords, insofar as any distinction between the two may be observed;by analogy with P.G. Wodehouse's work would sooner or later display and parody the weakness in each of us, without, however, resorting to contempt or malice;
• would not be influenced by monetary concerns or ideological conviction, but which would express the childlike charm which is an essential part of our personality.

De invulling van bovenstaande ideeën gebeurt middels een programma. De activiteiten van de IWA kunnen van velerlei aard zijn. Essentieel daarbij is de overweging dat elk evenement genietbaar behoort te zijn in een internationaal midden. De frequentie en de omvang ervan behoeven hier dan ook op afgestemd te worden.Het intellectuele facet van elke activiteit mag nooit op de achtergrond geraken. Daarentegen moet spreekwoordelijke academische muggenzifterij worden vermeden. Het delicate evenwicht daartussen te bewaren geldt zonder meer als een van de belangrijkste bekommernissen van het bestuur van de IWA. De sfeer - het subtiele bindmiddel tussen inhoud, personen en setting - is daartoe de beste regulator. Nastrevenswaardig ware een ambiance die :

• het midden houdt tussen een losgeslagen jongensinternaat en het House of Lords, aangenomen dat hiertussen enig onderscheid valt te bespeuren;naar analogie met P.G. Wodehouse's werk de zwakheid van elk van ons vroeg of laat etaleert en parodieert, zonder evenwel te vervallen in misprijzen of hatelijkheden;
• niet beïnvloed is door geldgewin of ideologische overtuiging, maar expressie geeft van de kinderlijke charme die in wezen deel is van elke persoonlijkheid.

PublicationsUnder this heading fall initiatives such as reprints, analyses of style and language, biographical notes, bibliographies, reference works, etc., concerning P.G. Wodehouse, in which fields the IWA will assume editing, coordinating, or enabling rôles.Examples of such responsibilities may be:

• to enable the publication of research, by mobilising international collaborators and by providing them with concepts and means;to support publications emanating from national clubs, so as to allow them to distribute the fruit of their labours more widely;
• in the long term, to provide every reprint of a Wodehouse novel with a preface originating from the IWA.

Hieronder vallen initiatieven zoals daar zijn : herdruk, taal-en stijlanalyse, biografische nota's, bibliografieën, referentiewerken, ...met betrekking tot P.G. Wodehouse, waarbij de IWA een redigerende, coördinerende of ondersteunende taak opneemt.Hierbij kan gedacht worden aan :

• Het realiseren van uitgaven door internationaal medewerkers te mobiliseren en hen een concept en de middelen daartoe aan te reiken.Het ondersteunen van uitgaven die uitgaan van nationale clubs met het voordeel een grotere verspreiding ervan te bekomen.
• Elke herdruk van een Wodehouseroman op termijn te voorzien van een voorwoord uitgaande van de IWA

In keeping with the life and work of P.G. WodehouseWodehouse's life and work are central to the concept of the IWA. However, this insight requires immediate qualification. To reduce the theme of Wodehouse to a cult based on his person and his characters must not be our goal. Instead, benefit should be gained from a wide approach to his works as set within the history of the time period they describe (the Victorian and Edwardian eras) and the literature of the time.Moreover, the influence of other authors and of the social model of the day is quite clearly present. Neither should P.G. Wodehouse's influence on later authors be overlooked.It could be said that P.G. Wodehouse is the means rather than the end as such. Our author will be the perspective within which an exploration of kindred literary work will be developed. It is to be expected that this approach will result in a more complete vision, and will in the long term create a more sustained appreciation of the master.

Leven en werk van Wodehouse staan centraal in het concept van de IWA. Dit behoeft meteen nuancering. Het reduceren van de werking tot een cultus rond de persoon en zijn personages is niet het oogmerk. Veleer is baat te vinden in een ruime benadering van het oeuvre in de historie van de beschreven periode (Victoriaanse, Edwardiaanse, ...) en de literatuur.Te meer omdat de invloed van andere auteurs en het toenmalige Britse samenlevingsmodel zo nadrukkelijk aanwezig zijn. Ook P.G. Wodehouse's invloed op latere auteurs mag allerminst veronachtzaamd worden.

Men kan stellen dat P.G. Wodehouse meer het middel dan wel een doel op zich is. Vanuit het perspectief van deze auteur groeit een exploratie van ander verwant literair werk. De verwachting is dat zulks resulteert in een completer visie en op de lange termijn aanleiding geeft tot een gedragener waardering voor de meester.§3 : Article 3Values - What is it that drives our behaviour and our actions? The IWA would not be an organised cooperative if its functioning were not subject to a number of basic ethical rules. Ideological or religious dogmas self-evidently play no rôle in this context, as they are impediments par excellence to the global attitude we strive for. Nor are they of any concern whatsoever to the character of Wodehouse's work.With due respect to the author's intentions on the one hand, and to the individual character of each member on the other, these values constitute the cement of our behaviour:

• recognition of the member-Wodehouse associations' sovereignty. On no account will the IWA interfere in matters relating to its members' internal operations. All forms of inferior troublemaking which swell to the level of the national boards shall, however, not be considered ‘violation of sovereignty'.
• the savoir vivre, viz. the balance between the formal and the intellectual, everything to do with ‘gentleman-like behaviour'. The art to treat the other with firm tact under any circumstances, and to reach harmony without sliding into slavish servility.

These values unmistakably smell of the philosophy of Scouting. Courtesy, readiness to help, and respect were goals in the lives of Edwin The Boy Scout and Clarence Chugwater. On the other hand, in our context skills such as the imitating of wood pigeon's cooing or clove hitching are subordinate to the skills of duelling in muddy meadows, or protocollary perfection. The IWA shall moreover steer clear of all expressions of military organisation, such as saluting the flag, saluting others, the clicking of heels, the waxing of curly moustaches. In special circumstances the wearing of uniforms shall be justified, insofar as they fall under the category of ‘operatic apparel'.

De IWA zou geen georganiseerd samenwerkingsverband zijn, ware haar functioneren niet onderhevig aan ethische grondregels. Uiteraard spelen in deze context geen ideologische noch religieuze dogma's, vermits deze bij uitstek belemmerend werken in de mundiale opstelling die wij beogen, alsook volstrekt niets vandoen hebben met het wezen van Wodehouse's werk.Met respect voor enerzijds de bedoelingen van de schrijver en anderzijds voor de eigenheid van elk lid vormen onderstaande waarden het cement van ons handelen.

• De erkenning van de soevereiniteit van de leden-Wodehousegenootschappen. Onder geen beding komt de IWA tussen in aangelegenheden die interne werking van haar leden betreffen. Alle vormen van inferieure ordeverstoring die uitdeinen tot de nationale besturen vallen echter niet onder ‘miskenning van de soevereiniteit'.Het savoir vivre, de balans tussen het vormelijke en het intellectuele, alles wat te maken heeft met ‘gentlemanlike behaviour'. De kunst om in elke omstandigheid de ander met besliste tact te bejegenen en harmonie te bereiken zonder evenwel te verglijden in slaafse onderdanigheid. Vermeldenswaardig is dat het patrimonium van Millfleet Hall recent verrijkt werd met een reusachtige codex ‘Savoir Vivre, Comment et Pourquoi' die soelaas biedt in complexe situaties.De kameraadschappelijkheid, wars van elke sociale gelaagdheid, nationaliteit, status of rang.De zin voor het absurde, wetende dat dit slechts een variant is van het ‘normale' en de tegenpool van wat gewoonlijk doorgaat voor het ‘saaie'.
• De onbezorgdheid. Let op ! Niet in de betekenis van de te mijden ‘achteloosheid', maar wel de kommerloze en steeds verwonderde basishouding, die men in de meest onbezoedelde vorm nog aantreft bij schooljongens.

§4 : Article 4Strategy - How do we proceed and operate?Our strategy is one of ‘offensive affability'. We must unite the dash of youth with the wisdom of our elders. The pursuit of such lofty aims obviously dictates particular requirements concerning the composition of the High Council.This High Council shall be the only governing body of the IWA. Composed of plenipotentiary delegates from the member associations, the High Council shall define policies, and execute them through the person of the Secretary-General.During the IWA's period of formation, the Founding Committee shall hold the responsibilities and prerogatives of the High Council, with the understanding that its mandate shall expire upon the formulation and acceptance of its articles of association. A statutory provision shall ensure the appointment of council delegates upon the initialling of said articles. To this end, all members eligible for accession shall be allowed to appoint one delegate.The High Council shall have a minimum of three delegates, and shall choose the Secretary-General from among their number. The Secretary-General shall be a full member of the High Council, and shall be responsible for the execution of the Council's programme. If necessary, the Secretary-General may be a co-opted member. He shall —self-evidently, and unlike the other members of the Council— not represent a national association, but the formal IWA-organisation.The High Council shall periodically draw up a programme to give substance to its coordinating rôle. This programme shall on no account give rise to envy among the member-associations.A particular responsibility of the High Council shall be ‘networking'. Under this heading shall fall 1) the management of the IWA's relations with P.G. Wodehouse's descendants, and 2) the management of the IWA's relations with academic, cultural, and financial institutions.Another responsibility of the IWA shall be the harmonisation of membership fees on behalf of the numerous Wodehouse lovers who are members of several associations and who are now paying through their noses.The IWA may function as a central point of collection for all publications by the various national associations, and shall in that case make them available to its members. In so doing, the IWA will be of assistance in the research into and study of Wodehouse's oeuvre.Erudition shall be a primary characteristic of the delegates to the High Council. They shall provide valuable input so as to stimulate national associations in their activities.International events such as conferences and symposiums are outstanding examples of the IWA's field of action.In reading the above, one may be under the impression that the IWA will be a highly-structured business organisation. Nothing, however, could be further from the truth. Indeed, through statutory provisions a certain degree of chaos shall be built into the IWA's activities, inter alia by calling upon specific delegates able to exert highly laudable efforts in this field.

Onze strategie is er een van ‘offensieve minzaamheid'. We moeten de daadkracht van de jeugd paren aan de wijsheid van de ouderen. Uiteraard stelt de nastreving van zulks bijzondere vereisten aan de samenstelling van de Hoge Raad.Deze Hoge Raad is het enige beleidsorgaan van de IWA. Samengesteld uit gevolmachtigde bestuursleden van de aangesloten vennootschappen bepaalt hij het beleid en voert dit uit in hoofde van de persoon van de Secretaris-Generaal..In de oprichtingsfase bezit het Stichtend Comité de verantwoordelijkheden en prerogatieven van de Hoge Raad. Het mandaat van dit comité verstrijkt eenmaal de statuten opgesteld en goedgekeurd zijn. Statutair dient voorzien dat aansluitend op de visering van de teksten een aanstelling van de raadsleden gebeurt. Daartoe kunnen alle voor-toetreding-in-aanmerking-komende-leden één mandataris aanduiden. Deze Hoge Raad dient een minimum van drie raadsleden te tellen en kiest daaruit de Secretaris-Generaal. Deze laatste is volwaardig lid van de Hoge Raad en staat in voor de executie van het programma. Voorzien is dat de Secretaris-Generaal tevens een gecoöpteerd bestuurslid mag zijn. Uiteraard respresenteert hij geen nationale genootschap - dit in tegenstelling tot de andere Raadsleden - maar wel de formele IWA-organisatie.Periodiek komt de Hoge Raad tot een programma dat inhoud geeft aan zijn overkoepelende opdracht en onder geen beding aanleiding geeft tot naijver in de rangen van de leden-genootschappen.Een bijzondere opdracht deze Hoge Raad is ‘netwerking' Daaronder ressorteert 1) het relatiebeheer van de IWA versus de nazaten van P.G. Wodehouse 2) het relatiebeheer van de IWA versus de academische, culturele en financiële middens.Een andere bevoegheid van de IWA omvat de harmonisatie van de lidmaatschappen ten behoeve van de vele Wodehouseliefhebbers die her en der aangesloten zijn en zich blauw betalen aan lidgelden.De IWA kan fungeren als een centraal verzamelpunt van alle publicaties der nationale genootschappen zodat deze consulteerbaar worden voor de leden, hetgeen een hulpmiddel is bij onderzoek en studie van het oeuvre. Eruditie kenmerkt de mandatarissen van de Hoge Raad. Zij leveren waardevolle input opdat de nationale genootschappen stimulansen zouden ontvangen in hun werkzaamheden.

Internationale evenementen als congressen en studiedagen vormen bij uitstek het terrein van de IWA. Bij het doornemen van al het bovenstaande ontstaat de indruk van een sterk gestructureerd bedrijf. Niets is minder waar. Statutair wordt een zekere mate van chaos verankerd o.a. door beroep te doen op welbepaalde mandatarissen die hiertoe zeer verdienstelijke bijdragen kunnen leveren.
