Maybe you have to add the FBML-tab first.

Go to your page and click on the + at the end of your tabs.

You should get some of these tabs, one of them called FBML

In your edit page you should also have this:

If you choose Application settings you should have something like this:

You can edit the tab title and insert the FBML by clicking on edit.
